REPORT: Business survey of Covid-19's impact on Labor and Employment

Viet Nam’s early, proactive and effective response to COVID-19 had initially helped Viet Nam to bide time in the fight against the COVID 19 pandemic. However, the country was also hard hit by the COVID-19 pandemic, especially the 4th wave of COVID 19.

Starting in August – September 2021, with support from ILO Viet Nam, VCCI had conducted a survey to provide the most up-to-date and in-depth understanding of the impact of COVD-19 on labour and employment issues in Viet Nam. The survey was sent to businesses and enterprises including the FDIs, SMEs, SOEs in the North, the South and the Central of Vietnam.

The survey involved 153 enterprises covering 29 provinces/cities, including 56 enterprises in the North (20 in Ha Noi), 68 enterprises in the Central region (50 in Binh Dinh), and 29 enterprises in the South (8 in Ho Chi Minh City). The survey sample consisted of 12 SOEs, 126 private enterprises and 15 FDI enterprises. Those enterprises covered a range of sectors, including industry (36 per cent), construction (7.2 per cent), services (34 per cent) and agriculture, forestry and fisheries (22.9 per cent). The number of enterprises in the manufacturing and processing industries alone stood at 43, accounting for 28.1 per cent of the total.

The Report of the survey provides key findings, observations and policy recommendations for policy makers and the enterprises to keep business competitive and sustainable during COVID-19, in sustaining the safety business, safety workplace, and productivity; and recommending for innovative solutions and good practices for the businesses.
