Training Course for Business Associations: Capacity building for Employer Organizations in Hanoi

The Training Course for Business Associations: Capacity building for Employer Organizations (EOs) held by the Bureau for Employer’s Activities (BEA/VCCI) in collaboration with the International Labor Organization (ILO) on November 7 – 8, 2019 in Hanoi took place successfully.

The training course was led by Mrs. Tran Thi Lan Anh - Deputy Secretary General of Vietnam Chamber of Commerce and Industry (VCCI) and Director of Bureau for Employer’s Activities (BEA/VCCI), Mr. Lee Dong Eung - Senior Specialist on Employer’s Activities in Asia and the Pacific, International Labor Organization (ILO) in Bangkok, and Mrs. Mai Hong Ngoc – Manager of Bureau for Employer’s Activities (BEA/VCCI). The course attracted many participants who are representatives of VCCI branches, representatives of business organizations, and representatives of businesswomen’s associations in the North.

 

Speaking at the workshop, Mrs. Tran Thi Lan Anh emphasized the urgency of providing services and instructions of a strategic plan for member enterprises in order to achieve the optimal balance between service, advocacy, membership and revenue. She also said, in the context of global integration 4.0, member enterprises’ demand for services significantly increased to meet the requirements of performance and competitiveness in the market. Service development besides policy consultation would help the organization to retain and attract members, assert a firm foothold, and generate sustainable revenues. Potential services mentioned by attendants include: legal advices, workforce information, researches and surveys, training resources, job growth projections, certificate providing, …, which demonstrates benefits that service providing is able to bring out to EOs in general and to Vietnam Chamber of Commerce and Industry (VCCI) in particular.

Through initial ideas of representatives, Mrs. Mai Hong Ngoc – Manager of Bureau for Employer’s Activities (BEA/VCCI) and instructor – summarized the noticeable challenges faced by EOs: financial status and qualified labor force. To overcome these disadvantages, every business should have a clear and objective vision towards the organization's situation in the context of economic and social development.

Throughout the two-day course, participants were introduced to the importance of the strategic approach in the field of service provider and how to minimize the risks involved. Entering the service market means fierce competition in quality and price with other competitors such as lawyers, consultants, accountants, interest groups, private businesses... The participants were divided into small groups, jointly analyzed endogenous and exogenous factors based on specialized concepts and brainstormed multidimensional solutions to the problem accordingly. After the course, participants are guaranteed to be prepared with the essential knowledge and skills in upgrading and modifying business models.

Through extensive experience cooperating with the International Labor Organization (ILO) in providing employment services, specialist Lee Dong Eung had shared his evaluation of organizations of employer in Vietnam compared to other regional countries such as Singapore, Malaysia, Indonesia, in which their revenues from service providing only account for a relatively small proportion of total revenues, meanwhile the demand for such services surpasses the supply. He cited Pareto principle (also known as the 80/20 rule): "roughly 80% of the effects come from only 20% of the causes" to introduce methods of utilizing time and productivity by concentrating 80% of resources to produce 20% of core products or services. In addition, the attitude of the service provider played a vital role in the success of any business models, as he said “we [service providers] should be grateful and thankful for being capable of supporting clients.”

To sum up the sessions, Mrs. Tran Thi Lan Anh expressed her appreciation for Mr. Lee Dong Eung’s valuable sharings, for the support of the International Labor Organizations International (ILO), and for the time and effort of participants. She also showed her expectancy towards the solidarity among enterprises and employer organizations to stay strong together through the upcoming changes in the Labor Code (Amended) 2019.
