Open vocational education and training (OVET) is a term describing an educational model / system designed to expand access to learning. OVET is approached through a number of measures, in particular emphasizing the development of open source education on the basis of modern technology in all learning environments in various forms.

Open vocational education and training facilitates lifelong learning


On October 10, 2018, Dr. Truong Anh Dung, Deputy Directorate of  General of Vocational education and training has shared about OVET on VOV1. According to him, OVET will be developed in the direction of standardization, modernization, interdisciplinary, open in terms of time, space, training programs, creating conditions for a flexible and flexible vocational education system. , enabling lifelong learning for various subjects.


Currently, the flexible OVET model has been successfully applied in many countries to reform and promote adaptation of vocational education to the job market. The goal of developing the OVET system is to remove all legal, technical and financial barriers to facilitate, equal and equal access for all people to access vocational training services. This includes apprenticeships, start-ups, employment.


OVET will break the steel triangle in traditional education


In traditional education there always exists a steel triangle with peaks of scale, cost and quality. By increasing the number of students in the class, the quality will decrease; Ensuring good learning materials and good teachers will push up costs; Cutting costs will lead to a reduction in both size and quality. Three dimensions of Scale, Cost and Quality are the frameworks for evaluating an effective education. However, with the development of internet connection, artificial intelligence, application of technology 4.0, ..., the state will break the steel education triangle traditional.


In fact, the policy of the Party and state has been opened to VET. Specifically, the training method is diverse, enrollment from universities, colleges, secondary schools, primary; training space at the school, training at the VET center, diverse learning time; the network of training system is diverse, thousands of enterprises, business establishments registered for primary training, even recruited people directly into professional training in the enterprise. However, OVET is facing many challenges. According to Dr. Dung, OVET-based technology is limited, especially for resourse of OVET.


Managers have an important role


According to Dr. Dung, there are three factors that determine the success of OVET: the learner, the instructor and the manager. He always emphasized that foreign language skills and technical competence are the most important. Teachers and lecturers need to actively improve their capacity, especially foreign language and information technology skills, to innovate teaching and learning methods, to change from traditional learning methods to active learning methods. Learners also need to improve their foreign language skills, information technology. However, the most important role is the manager. Managers are always one step ahead, setting clear goals for managing the VET system.


OVET opens opportunities and challenges


With the explosion of the 4.0 technology revolution, the internet has become the power, the rise of cloud computing technology, virtual reality technology developed, etc, this is the good condition for OVET. However, the biggest challenge is awareness and capacity. According to many studies, OVET in Australia has taken decades to change awareness and build OVET resources.


The OVET system, flexible and step by step, ensures that lifelong learning is an indispensable trend for the education of the country to catch up with the trend of the times. In Vietnam, for the OVET system to be effective, it is necessary to improve the capacity of teachers, learners, improve institutions, enhance communication to raise awareness of people.
