2018 – The year of vocational education’s breakthrough

The aim would be creating the clear and practical changes on quality; effect of vocational education in order to meet the requirement of students, labour market and businesses, especially, the 4.0 industrial revolution’s professions which needed the high technique, technology.

The Party, State and people always looking for improving the quality of human resource focused on high quality human resource which always is the requirements of all countries, economies through education training in general and vocational education in particular. The general strategic measures have been approved in the Scheme “Renewing and improving the quality of vocational education till 2020 and vision to 2030” submited to the Prime Minister. In which, the Scheme defined 8 groups of solution with 3 breakthroughs groups of solution are: (1) Give full autonomy to the Vocational education establishment together with the accountability, independent evaluation mechanism, state control, social supervision; (2) Standardize the conditions for quality assurance; (3) Link vocational education with labour market, decent work and social security.

However, we should clarify that this issue can not be resolved easily; it requires time, attention and the participation of the political system, the business, the economic components and the whole society.

In 2017, the first year operating the state management on vocational education, the Ministry of Labour - Invalids and Social Affairs has focused on directing the establishment of a system of legal documents on vocational education. Currently, the Ministry has been basically issued comprehensive documents covering almost activities in the field of vocational education, ensuring that the system of vocational education ​​is well-conducted in accordance with the provisions of law. The Ministry has been submitted for issuance and directly issued 42 documents guiding the implementation of the Law on Vocational education, decreasing 31 administrative procedures, ensuring the effect for investment and operation in the field of vocational education, saving cost and time of implementation.

The link between the business and vocational education institution has been focused. Many institutions have found effective forms of cooperation with businesses; Enterprises and employers have participated in the development of programs and organizations to evaluate training results; Three-way coordination mechanism: State - Institutions - Entrepreneurs have been established through the cooperation program between the Directorate of Vocational Education and VCCI.

In 2017, it can be confirmed that the quality of vocational education has been gradually improved and some areas have reached the quality of the region and the world. The quality and skills of human resources through vocational education have gradually met the requirement of labour market and involved in almost sectors of the national economy, able to undertake the complex positions and jobs. The rate of students finding jobs or creating jobs immediately after graduation is over 70%, in some occupations, the rate is over 90%, with the average income from VND 7 to 10 million per month. ...

The Minister Dao Ngoc Dung emphasized that opportunities always come with challenges; however, choosing the right direction with breakthroughs would lead to the success. In 2018, the Ministry of Labour - Invalids and Social Affairs would choose 2018 as the breakthrough year of vocational education, with the aim of creating the cleared and practical changes on quality, effect of vocational education in order to meet the requirement of students, labour market and businesses, especially, the 4.0 industrial revolution’s professions which needed the high technique, technology.
