"Today, Vietnam is on the go to the gold population period with the potential young labour force. To boost effective employment, there must be good legal policy, suitable labour policy in accordance with the international economic affiliation; labour legal system must be the leader to release, motivate, promote the role of human resource in Vietnam’s economy."
That is the opinion of Dr. Vu Tien Loc - Chairman of Vietnam Chamber of Commerce and Industry (VCCI) at the Employer Conference 2017 with topic of "Dialogue with enterprise about execution of labour, salary, social ensurance policy" on December, 21st in Hanoi.

At the conference, there was the participation of Mr. Bui Sy Loi, Vice Chairman of National Assembly’s Commitee of Social Matter; Mr. Le Quan, Deputy Minister of Labour, War Invalids and Social Affairs; Dr. Vu Tien Loc, Chairman of Vietnam Chamber of Commerce and Industry; Mr. Chang Hee Lee, Director of Vietnam International Labour Organization, national and international business associations which are operating in Vietnam and other related organizations.

At the congress, Dr. Vu Tien Loc emphasized: "Labour is the biggest motivation of Vietnam’s economy, the pure silver mine of Vietnam is the labour market with the young labour. Young labour when having jobs become the middle class of society and become the biggest motivation of Vietnam’s economy"
Also according to Dr. Vu Tien Loc: "In order for the enterprise operation to be more convenient and to improve both employment quantity and quality, legal margin and labour policy play a very important role, especially in the international affiliation and while executing labour engagement when Vietnam participates in new Free Trade Agreements such as: CPTPP (Comprehensive and Progressive Agreement for Trans-Pacific Partnership), EVFTA (Vietnam-EU Free Trade Agreement), etc.”

At the congress, the representatives supposed that the modification of labour law is the pressing and necessary matter now. However, how to modify so as to create a legal frame for enterprise development which also ensure the legitimate right for the labour requires all the appropriate authorities to judge, investigate the policy influences, to avoid the regulation to be difficult for implementation, or inconvenient for both enterprises and employees.

According to Mrs. Tran Thi Lan Anh Director of Vietnam Chamber of Commerce and Industry (VCCI): "Within the past year, VCCI has attached special importance to the collecting of enterprises’ opinion. Now, there is about 80% of enterprises’ opinion which is included in law suggestion project in order to create a suitable legal framework in accordance with international rule and common practice.
The employer congress 2017 is an innovation of VCCI in cooperation with ILO which officially bring employers’ opinions and ideas into Labour Law, to modify it more completely to contribute to creating powerful human resources, promoting Vietnam’s commercial and social development.
